I sent a design over to someone and when they try to open it, it opens to a Bioera default design. Any ideas why?

Possibly because the file has been corrupted during transfer. If a design can't be loaded properly, BioEra opens the default design.

Try again. Might also try to put it in a zip file (or other format), if the downloading program (browser or other) modifies it, it will not be possible to unzip it.

If it still doesn't work, start bioera with console and see if there is any message about it when loading it.
