The licence agreement included in the BioEra Lite download states:
"BioEra Lite can be freely used only for a limited time: NOT longer then three months after the release date"

So is Bioera Lite free, or is there a time limit on how long you can use it for free?

BioEra Lite is free. It expires after 3 months, and newer version can be downloaded again.
